Add option to get icon image from resources and theme folder - PageTreeIcon

Description

Implement an feature that enables handlers to read images from resources and current theme folder.

There should be a enum (IconImageSource) containing the various types of image sources (File, Resource, Theme).

A key should be available in web.config to select icon source.
