Custom redirects without wildcard

If I add this custom redirect /old -> /new without the wildcard checked www.mysite.com/old redirects to www.mysite.com/new as expected. But if i try www.mysite.com/old/test it redirects to www.mysite.com/new/old/test. I see from the comment(and code) in CustomRedirectCollection that the 404 url is appended to the new url. Is this the way it should work? I expected it to redirect to www.mysite.com/new/test. I could of course add another redirect to handle this, but i was just wondering if this was "by design" :)
